Cebu will hold this November the First Philippine Technology Business Incubator (TBI) Summit, a national gathering of the country’s technology and startup players to explore outstanding entrepreneurial and innovation issues.

Organized by the Innovation Council for Industry, Energy and Emerging Technology Research and Development (PCIEERD) in partnership with the University of the Philippines Cebu Campus, UP Cebu inIT, and TechTalks.ph, the inaugural TBI summit will be on November 24, 2017, at Victoria Hall, Cebu Parklane International Hotel.
“We look forward to seeing all Department of Science and Technology (DOST) funded incubators, other government innovation agencies, private incubators, and innovators at the First Philippine TBI Summit,” said PCIEERD Executive Director Dr. Carlos Primo C. David.
The event is open to the public but slots are limited. It will feature two days of educational sessions, group discussions, networking, and workshops for participating incubators and other stakeholders in order to help raise their potential for generating employment and investment. The first day will have private sessions for DOST and internal partners while the November 24 conference is open to the public.
Keynote speakers will be led by DOST Secretary Fortunato Dela Pena who will speak on the topic of building ecosystems of innovations in the regions through meaningful S&T initiatives.
DOST Usec. Rowena Cristina Guevara will talk on the “DOST TBI Program: Generating Technopreneurs through Business Incubation” with Department of Trade and Industry Usec. Nora Terrado’s keynote focusing on “The Fablab as a Strategy to Capacitate Technopreneurs in the Region”.
Meanwhile TechnoPark Malaysia’s Dr. Azra’I Shu’ib will give a talk on “Malaysia’s Journey towards Building 4th Generation TBIs and their ASEAN Cooperative Scheme in Business Incubation”.
“The First Philippine TBI Summit is really about providing incubators a platform for innovative ideas to be nurtured and developing new technology that will lead to entrepreneurial breakthroughs,” added David.
The First Philippine TBI Summit will also feature the launching of the Higher Education Institution Readiness for Innovation and Technopreneurship (HeIRIT) program which seeks to provide a platform for fueling innovation and entrepreneurial growth.

“With the HeIRIT program, we hope to make the country’s leading universities and academic institutions into catalysts that help the country’s tech and startup ecosystem grow and develop,” said HEIRIT Program Project Leader Prof. Nestor O. Raneses.
A Memorandum of Agreement will be signed with 20 university partners that will serve as TBI host institutions for the HeIRIT program.

ROWENA CRISTINA L. GUEVARA
Undersecretary for Research and Development,
Department of Science and Technology, Philippines
ROWENA CRISTINA L. GUEVARA is the Undersecretary for Research and Development of the Department of Science and Technology (DOST), on special detail from the University of the Philippines (UP) Diliman where she is a Professor of Electrical and Electronics Engineering. Guevara holds a BS Electrical Engineering and MSEE degrees from UP Diliman and PhDEE from the University of Michigan in Ann Arbor. Her area of specialization is speech and audio signal processing, time-frequency analysis and synthesis. She served as the first woman Dean of the UP College of Engineering and has been the recipient of several awards in engineering and education, including the Metrobank Foundation Search for Outstanding Teachers of the Philippines. She was the proponent and first program leader of the Engineering R&D for Technology, a consortium for graduate engineering scholarship program of DOST since 2007.
Atty. Liza D. CorroChancellor, UP CebuProf. Liza Corro is the Chancellor of the University of the Philippines Cebu, the 8th Constituent Unit the University of the Philippines. She took up her law from the College of Law of the University of the Philippines Diliman and teaches Business Organization and Labor Laws, Obligations and Contracts and other related laws in UP Cebu’s School of Management. She was a Supreme Court justice confidential attorney and then practiced corporate law before joining the academe. She is a member of, and had served several NGOs. She is a former president of the Federacion Internacionale de Abogadas, Cebu Chapter, UP Law Alumni Cebu Foundation Incorporated, UP Alumni Association Cebu Chapter Foundation and the Legal Alternatives for Women’s Center, Inc., and a former Commissioner of the Provisional Women’s Commission of the Province of Cebu. She is a Past President of the Rotary Club of Cebu Gloria Maris and a Past Assistant Governor of Rotary International District 3860 and a recipient of the Most Outstanding Service Award from Rotary International. She is a member of the Integrated Bar of the Philippines Cebu City Chapter and of the UP Women Lawyers’ Circle. She actively advocates in providing sustainable livelihood for women. She is currently a member of the Advisory Council of the Regional Micro Small and Medium Enterprises Development Council of Region 7 in the Philippines. She is likewise a Board Member of the Red Cross Philippines, Cebu Chapter. She is instrumental as the Executive Producer of the video “Puso 2” of the University of the Philippines Cebu, which garnered the Most Creative Corporate Institution Video, Gold Award Winner, in the 5th QS Maple Middle East & North Africa, Professional Leaders in Education Conference & Exhibition 2015 |

Engr. Apigo currently handles the technology transfer and commercialization related projects and other RITTD initiated projects on technology assessment, IP management and marketing. He graduated B.S. Chemical Engineering at Cebu Institute of Technology University.
Jeffrey E. Montecillos

Prior to UP Cebu Technology Transfer and Business Development Office ( UP Cebu TTBDO ), he work as a General Counter Sales Agent of Cathay Pacific Airways in United Arab Emirate handling 7 Cities of UAE. He Finished his Course Application for Galileo Fares and Electronic Ticketing at the Emirates Aviation College in Dubai.
Was a Marketing Specialist of UP Cebu Business Incubation for IT. He is responsible on formulating marketing strategy of the portfolio of products and services being offered. He also perform after sales support including additional information on the product availed by startups for client satisfaction among others. He also monitors startups/locators that they do their deliverables from the development to deployment and up to business registration.
He just finished his training as a Technology Transfer Officer at the IC2 Institute of the University of Texas at Austin Texas, USA. The training is to help startup on how to evaluate and commercialize their innovation or technology.
Currently, he works as a Junior Technology and IP Management at UP Cebu Technology Transfer and Business Development Office. As a TTO, he is responsible of technology valuation and licensing, and possible commercialization.

Nestor O. Rañeses
Program Leader, HeIRIT Program
Rañeses is an Associate Professor of the Department of Industrial Engineering and Operations Research at UP Diliman. He is also the Assistant Vice President for Administration of UP System and the Executive Director at the Institute for Small-Scale Industries at UP Diliman.
His areas of specialization include Production Systems, Lean Six Sigma, Factory Physics, and Total Quality & TRIZ Innovation.
He graduated M.S. Industrial Engineering at Georgia Institute of Technology and B.S. Industrial Engineering at UP Diliman.
What is Technology Business Incubation?
Technology Business Incubation (TBI) is one of the strategies identified by Department of Science and Technology (DOST) to promote innovation and technopreneurship for the country’s socio-economic development in a knowledge-based world economy.
TBI involves an ecosystem where innovation is promoted and supported towards commercialization. It aims to help startup technology-based businesses by providing a range of resources, services and facilities needed during the development stage. The goal of TBI is to produce firms that will leave the incubation program financially viable and able to sustain operation and compete in the market.
What is a Technology Business Incubator?
A Technology Business Incubator (TBI) is a facility where start-ups are hosted and business development services are provided. For would-be technology entrepreneurs and start-ups, DOST-funded TBIs offer office space as well as technical services and facilities to get their business established.
The DOST’s TBI program has three major objectives:
