DPWH Reveals Projects to Decongest Traffic in Metro Manila

The Department of Public Works and Highways (DPWH) has revealed a series of infrastructure projects aimed at alleviating traffic congestion and enhancing mobility in Metro Manila.

These initiatives were discussed during the Bagong Pilipinas Town Hall Meeting on Traffic Concerns, convened by President Ferdinand Marcos Jr.. This highlights the government’s commitment to address the longstanding issue of traffic congestion in the capital region.

Strategic Infrastructure Programs

DPWH Secretary Manuel Bonoan outlined the agency’s traffic decongestion plan. He emphasized its alignment with the 2023-2028 Philippine Development Plan and the President’s eight-point socioeconomic agenda.

The plan prioritizes the enhancement and expansion of the national road network. This involves the construction of bypasses, diversion roads, expressways, flyovers, interchanges, and underpasses.

Highlighted Projects

  1. Metro Manila Skyway Stage 3: The completion of the 18-kilometer mainline has significantly reduced travel time from Buendia to Balintawak from two hours to a mere 15 to 20 minutes.
  2. NLEX-SLEX Connector Road: This 7.7-kilometer elevated expressway is poised to bypass EDSA, thereby reducing travel time from the South Luzon Expressway to the North Luzon Expressway from two hours to just 20 minutes.
  3. Southeast Metro Manila Expressway (C6 Expressway, Phase I): Envisioned to reduce travel time from Bicutan to Batasan from two hours to 30 minutes, this 32-kilometer expressway is currently undergoing right-of-way acquisition.
  4. C5 South Link Expressway: Operational sections of this expressway have already slashed travel time from R-1 Expressway to SLEX/C5 from 40 minutes to a mere 10 minutes.
  5. Laguna Lakeshore Road Network Project-Phase I: This 51-kilometer road network, nearing completion, aims to cater to the increasing traffic volume in the southern corridor of Metro Manila.
  6. Cavite-Laguna Expressway (CALAX): Once fully operational, this 44-kilometer expressway is expected to reduce travel time from CAVITEX in Kawit to SLEX Mamplasan in Laguna from two hours to 35 minutes.

Bridge Construction Initiatives

Recognizing the importance of efficient linkages, the DPWH is prioritizing the construction of new bridges across Pasig River and Manggahan Floodway.

Notable projects include the Binondo-Intramuros Bridge, BGC-Ortigas Center Link Road Project, and Estrella-Pantaleon Bridge. Soon, civil works for other bridges, including the North and South Harbor Bridge and Palanca-Villegas Bridge, will commence.

Future Directions

  • Bataan-Cavite Interlink Bridge: Once constructed, this bridge will be the country’s longest, significantly reducing travel time between Bataan and Cavite and bypassing Metro Manila.
  • EDSA Rehabilitation: Authorities are proposing the inclusion of plans for large-scale road and bridge replacement and rehabilitation along EDSA in the Japan International Cooperation Agency (JICA) technical cooperation project.


The DPWH unveiling of these infrastructure projects marks a significant step towards alleviating traffic congestion in Metro Manila. It also represents a crucial effort to enhance mobility within the capital city.

With strategic initiatives aligned with national development plans and the government’s socioeconomic agenda, these projects aim to streamline travel. They also seek to reduce commute times and improve connectivity within the capital region.

As the government continues to prioritize infrastructure development, these efforts underscore its commitment to addressing longstanding traffic issues. Furthermore, they aim to foster sustainable growth in Metro Manila.
