Juslyn Manalo, the Filipina mayor of Daly City in California, walks into a room of reporters dressed in a modern Filipiniana dress and boots, embodying her proud Filipino heritage. Although born and raised in California, she shared that her parents came from Batangas and Laguna. Her presence as mayor of Daly City highlights the strong Filipino influence in the area, with two other city council members also being Filipino.

A Thriving Filipino Community

Daly City boasts one of the highest concentrations of Filipinos in the United States. Thirty-four percent of the population in the San Francisco Bay Area is of Filipino descent, providing a strong sense of community and connection to Filipino culture. The large number of Filipinos in the area has helped Filipino-Americans gain representation in local government and maintain ties with their roots in the Philippines.

Manalo has frequently visited the Philippines, as Daly City is the sister city of Quezon City. The sister-city relationship fosters cultural exchange and cooperation, and there is even a “Quezon City” marker at the Daly City Hall, making it a familiar landmark for Filipinos residing there.

During her visits to the Philippines, Manalo has explored various cultural sites, particularly in Mindanao, to experience the rich heritage of what she calls her “home country.” In an interview with Filipino reporters, she shared that Daly City and Quezon City have agreements to share best practices, such as technology in firefighting. Manalo mentioned that she and Quezon City Vice Mayor Gian Sotto discussed firefighting technology during a previous visit to the Philippines.

Manalo also spoke about plans to re-launch the Quezon City Friendship Festival in Daly City, a significant event from her childhood. She recalled how the festival helped her learn about Filipino culture and traditional dances. The revival of this festival would be a way to strengthen cultural connections and bring the community together.

Addressing Local Challenges

As mayor, Manalo is focused on addressing economic stability in Daly City, particularly through affordable housing initiatives. She acknowledged the challenge of homelessness in California, noting that the Filipino Community Center handles at least seven homeless Filipinos in the area.

Manalo mentioned that some city-owned land is being dedicated to affordable housing projects, with a large development of 500 units planned in the Bayshore area of San Mateo County.

Manalo’s leadership and dedication to her community underscore the importance of representation and cultural ties in local governance. Her role as mayor not only fosters collaboration with Quezon City but also provides a platform to address pressing issues such as housing and support for immigrant communities.

Looking ahead, Manalo expressed her desire to host Quezon City Mayor Joy Belmonte in Daly City, further strengthening the connection between the sister cities. She sees these collaborations as opportunities to learn from each other and share solutions to common challenges.
