Philippine Role in 2025 UN Ocean Conference ‘Significant’, Says French Envoy

In anticipation of the 3rd United Nations Ocean Conference (UNOC) in June 2025, hosted by France, the French Embassy in Manila has launched the “Blue Nations – France and the Philippines: Partners for the Oceans” initiative. This initiative aims to strengthen maritime cooperation between the Philippines and France, focusing on various aspects of ocean governance.

Philippines’ Special Role in the Conference

French Ambassador Marie Fontanel emphasized the significant role of the Philippines in the upcoming UNOC. Being maritime nations, both France and the Philippines are positioned to contribute expertise and knowledge, particularly in marine and coastal ecosystem protection. The Philippines, with its extensive coastline and coral reefs, shares responsibility with France in safeguarding vital marine ecosystems.

France and the Philippines have a history of collaboration in climate and ocean protection. This partnership was exemplified by the Manila Call to Action initiated by former French President Francois Hollande and former Philippine President Benigno Aquino, leading to the adoption of the Paris Agreement in 2015. The implementation of the Paris Agreement underscores the shared commitment of both countries to address climate change and its impacts on oceans.

The Blue Economy Bill and the Philippine Ecosystem and Natural Capital Accounting System Act demonstrate the Philippines’ commitment to sustainable ocean resource management. France has also shown leadership in marine conservation through initiatives like marine protected areas and sustainable fishing practices. Both countries recognize the importance of the blue economy in promoting economic growth while preserving ocean health and biodiversity.

Maritime Security and Territorial Integrity

Maritime security is crucial for upholding a blue economy. The Philippines faces challenges in the West Philippine Sea, affecting biodiversity and marine resources. Collaborative efforts with other nations are essential to defend maritime territories and ensure economic security. Public opinion polls in the Philippines indicate strong support for asserting rights in the West Philippine Sea, driven by concerns about protecting marine resources and coastal communities.

The 2025 United Nations Ocean Conference presents an opportunity for the Philippines and France to strengthen their partnership in ocean governance. Through collaborative efforts, both countries can address challenges related to climate change, maritime security, and sustainable development, contributing to the health and resilience of oceans worldwide.
